The Pleasant Residents' Association was formed a number of years ago to act as a focal point for all Residents in the Mount Pleasant, Mount Pleasant Avenue, Little Lane,Robinson Lane estate and Watts Lane area.

Currently the association has suspended it's activities due to lack of volunteers to stand for committee.

This is a copy of the prohibition of motor vehicles order that is in force on Watts Lane, the original order was created in 1996
This consolidation order explains the extent of the restriction and the very few roads in East Lindsey that have such an order in force

ROAD TRAFFIC REGULATION ACT 1984

LINCOLNSHIRE COUNTY COUNCIL

(EAST LINDSEY DISTRICT - VARIOUS ROADS)

(PROHIBITION OF DRIVING & MOTOR VEHICLES)

CONSOLIDATION ORDER 2012



THE LINCOLNSHIRE COUNTY COUNCIL in exercise of their powers under Sections 1(1), 2(1) and (2) and 3(2) and Part IV of Schedule 9 of the Road Traffic Regulation Act 1984 (which said Act of 1984 is hereinafter referred to as "the Act of 1984") and of all other enabling powers, and after consultation with the Chief Officer of Police in accordance with Part III of Schedule 9 to the said Act of 1984, hereby make the following Order:-



1.         This Order shall come into operation on 10 December 2012 and may be cited as the Lincolnshire County Council (East Lindsey District - Various Roads) (Prohibition of Driving & Motor Vehicles) Consolidation Order 2012.



2.         No person shall, except upon the direction or with the permission of a police constable in uniform or a traffic warden, cause or permit any vehicle to enter or proceed on any road or length of road specified in Schedule 1 to this Order.



3.         Save as provided in Article 7 no person shall, except upon the direction or with the permission of a police constable in uniform or a traffic warden, cause or permit any vehicle to enter or proceed on any road or length of road specified in Schedule 2 to this Order.



4.         Save as provided in Article 7 no person shall, except upon the direction or with the permission of a police constable in uniform or a traffic warden, cause or permit any vehicle to enter or proceed on any road or length of road, between the hours of 11.00am to 6.00pm, 1 May to 30 September inclusive as specified in Schedule 3 to this Order.



5.         No person shall, except upon the direction or with the permission of a police constable in uniform or a traffic warden, cause or permit any motor vehicle to enter or proceed on any road or length of road specified in Schedule 4 to this Order.









6.         Save as provided in Article 7 no person shall, except upon the direction or with the permission of a police constable in uniform or a traffic warden, cause or permit any motor vehicle to enter or proceed on any road or length of road specified in Schedule 5 to this Order.



7.         Nothing in Articles 3, 4 and 6 shall render it unlawful for a person to cause or permit any motor vehicle to enter or proceed on any road or length of road specified in the Schedule, if the vehicle is:-

     

            (a)   being used for or in connection with the conveyance of persons, goods or merchandise to or from any premises situated on or adjacent to that length of road or where access cannot be obtained to premises on adjoining roads by any other public highway;



            (b)   being used to proceed to or from any premises on or adjacent to that length when on the occasion, is to be, or has been garaged, serviced, or repaired;



            (c)   in connection with the carrying out on, or on premises situated on or adjacent to,  that length of road of any of the following operations, namely:



                   (i)         building, industrial or demolition operations;



                   (ii)        the removal of any obstruction to traffic;



                   (iii)       the maintenance, improvement or reconstruction of that length of        road;



                   (iv)       the laying, erection, alteration or repair in or In land adjacent to that length of road of any sewer or of any main, pipe or apparatus for the supply of gas, water or electricity or of any telecommunications apparatus as defined in Schedule 2 of the Telecommunications  Act 1984;



            (d)   for Police, Fire Brigade or Ambulance purposes;



            (e)   in the service of a local authority, water undertaker or sewage undertaker in connection with work being carried out on, or on land adjacent to that length of road in pursuance of statutory powers or duties.



            (f)    a vehicle granted special written exemption by Lincolnshire County Council.



            (g)   being used for the provision of a local service as defined in section 2 of the Transport Act 1985.



8.         The prohibition imposed by this Order shall be in addition to and not in derogation from any restriction or requirement imposed by any regulations made or having effect as if made under the Act of 1984 or by or under any other enactment.



9.         Any existing restriction or requirement made or having effect as if made under the Act of 1984 is hereby revoked insofar as it relates to the lengths and sides of the roads specified in this Order.

From a point 117 metres west of its junction with Sandy Bank in a westerly direction for a distance of 8 metres
